Is this Celtic board really incompetent or are they paralysed by fear?

I do not want to appear to be giving this club the benefit of the doubt on transfers. I do not want to look as if I am offering the Celtic board an alibi when they are so obviously struggling to meet even the most basic requirements of the job...
